Biography

Dr Sama Bilbao y León is Director General of the World Nuclear Association (WNA), the international industry organization for nuclear energy, a role she has held since October 2020. For uranium investors she matters because her organization produces the demand side of the nuclear fuel equation: the WNA's fuel market scenarios are what utilities, traders and funds cite when they debate where uranium consumption is heading. When she describes reactor growth, she is describing the future order book for the world's uranium miners.

She is a nuclear engineer with more than two decades across the sector. Immediately before the WNA she headed the Division of Nuclear Technology Development and Economics at the OECD Nuclear Energy Agency in Paris, from 2018 to 2020, and her career also takes in the International Atomic Energy Agency, senior roles with the American Nuclear Society, the US utility industry and university engineering programs. At the WNA she has led the industry campaign behind the COP28 Declaration to Triple Nuclear Energy, the December 2023 pledge by more than 20 governments to roughly triple global nuclear capacity by 2050, and in March 2025 the association announced a corporate pledge in which major energy users committed to backing that goal. She also hosts the WNA's annual World Nuclear Symposium in London, where the 2025 edition drew more than 1,100 delegates, with the organizers noting fast-growing interest from the financial sector.

Her method is scenario analysis, not price calls. The WNA's flagship World Nuclear Fuel Report, whose 22nd edition she launched at the September 2025 symposium, models nuclear capacity growth to 2040 under three scenarios and translates them into uranium, conversion and enrichment requirements. The 2025 edition put reactor uranium requirements at roughly 69,000 tonnes in 2025 and warned that supply gaps could open over the coming years as mine production lags projected demand. Her public focus is the front end of the fuel cycle — the mining, conversion and enrichment stages that turn ore into reactor fuel — where she argues that sustained, coordinated investment is still missing.

She is worth following for a demand-side view that few market analysts can offer: she hears what utilities and governments are committing to, not just what the market is pricing. Her current focus is converting the tripling pledge into funded projects, with growing attention to data centers and the electricity demand of AI. For investors, the two dates that matter are her symposium keynote each September and each Fuel Report launch — together they set the industry's demand narrative for the year.

Key Works

The WNA's flagship demand-and-supply scenarios for the nuclear fuel cycle, launched by Bilbao y León at the World Nuclear Symposium in London; it puts 2025 reactor uranium requirements near 69,000 tonnes and warns of supply gaps opening to 2040.

Bylined commentary in POWER magazine making the case for tripling nuclear capacity, aimed at energy-intensive industry and data center operators.
