Luquman Shaheen

President & CEO | Panoro Minerals Ltd. | Peru copper project developer

"Leading Panoro Minerals' Cotabambas copper-gold-silver project in southern Peru's Andahuaylas-Yauri belt through more than a decade as president and CEO."

Mining Executive

Biography

Luquman Shaheen is the President, CEO and a director of Panoro Minerals Ltd., a Vancouver-headquartered copper exploration and development company with its operating office in Lima, Peru. He is best known for leading Panoro's flagship Cotabambas copper-gold-silver project, one of the larger independently advanced copper deposits in southern Peru's Andahuaylas-Yauri belt — a mineral district that also hosts major producing mines such as MMG's Las Bambas. For investors tracking global copper supply, his work sits at the intersection of a world-class copper endowment and one of mining's most demanding jurisdictions.

Shaheen is a professional engineer with an MBA from Simon Fraser University's Beedie School of Business and roughly three decades in the mining sector. His career spans mining and mineral project development across North America, South America and Europe, including an extended focus on Peru and Latin America; he lived in Peru from 1996 to 2001 and works in both English and Spanish. He has led Panoro as president and CEO for well over a decade, a period that included guiding the company through the 2018 preliminary economic assessment (PEA — an early-stage study estimating whether a deposit can be mined profitably) for Cotabambas and a subsequent PEA for the Antilla copper-molybdenum project, alongside the Don Pancho polymetallic (lead-zinc-silver) project in central Peru.

His approach is staged de-risking: hold district-scale copper ground in a proven belt, then advance it step by step through resource definition, metallurgical testing, community agreements and engineering studies. Drawing on his years living in Peru, he emphasizes the social dimension of project development — securing the local support a mine needs to move forward — which is often the decisive variable in that country. The investment case he presents rests on copper's long-term supply challenge, as electrification demand meets a thin pipeline of new large deposits, and on positioning assets near existing mining infrastructure.

Investors can follow Shaheen through Panoro's corporate updates and his appearances at resource investment events, including the Metals Investor Forum in Vancouver, where he presented and sat for an interview with geologist Joe Mazumdar. Watching how Cotabambas and Antilla progress — financing, permitting and potential partnerships — offers a working case study in advancing a large copper asset in Peru under a junior company's cost and governance discipline.

  • Top takeaway Shaheen's central argument is that identifying a cohesive, near-surface 1.2% CuEq core at Cotabambas re-rates the project from a multi-billion-dollar build into a smaller, capital-efficient 30,000 tpd operation, which is the framing he keeps returning to throughout the interview.
  • He frames Panoro's 15 years of consistent, on-the-ground community engagement - including two completed relocations and a new Cotabambas municipality cooperation agreement - as the key reason Cotabambas can avoid the permitting delays he says have hurt peers like Las Bambas.
  • He reads the July 2026 inauguration of President Keiko Fujimori as a clear positive for Peruvian mining, citing de-bottlenecking permitting and expanding ministerial capacity as the administration's first policy targets, and ties that directly to Panoro's outlook.
  • On tailings, he argues dry-stack is the future because it cuts permitting risk, footprint, water loss, and long-term failure risk, and he explicitly benchmarks Panoro's design work against Eldorado Gold's large-scale dry-stack operations in Greece.
  • He is positioning the current $26M cash and 45,000 m drill program as a catalyst path: infill/upgrade drilling into a resource update and PEA in 2027, then a year-end PFS, in parallel with first-pass drilling at Targets 7 and 13 where he is looking for a project-changing high-grade skarn discovery.

Panoro Minerals' Cotabambas now has a 222Mt high-grade core at 1.2% CuEq and strip ratio below one, enabling a smaller 30,000 t/d starter operation. Infill drilling grew the resource from 700Mt to a billion tons and defined a high-grade zone running from surface, reshaping project economics. Over a decade-plus of agreements with agrarian communities, private landowners, and the Cotabambas municipality underpin permitting where local consent is the main bottleneck. Dry-stack tailings, hydroelectric power from Abancay, and Apurimac River water access de-risk a future PFS expected by end of 2027. A 45,000-metre drill program (15,000m on new western targets) plus metallurgy work feed a resource update, PEA, and PFS through 2027.
