President | Pulsar Helium Inc. | Industrial gas and helium market specialist

"Helium market pricing pioneer who oversaw more than $100 million in executed gas supply and offtake agreements, now President of primary helium developer Pulsar Helium."

Biography

Cliff Cain is the President of Pulsar Helium Inc. (TSXV: PLSR), a developer of primary helium — helium produced from its own gas stream rather than recovered as a byproduct of something else. Resource investors should pay attention to him for a specific reason: helium demand is hard to substitute around. Helium cools the superconducting magnets in MRI scanners, keeps rocket propellant liquid, blankets leaks in pipelines and fibre-optic cable, and purges semiconductor tools. Cain has spent more than 15 years working out how to get that gas to the people who need it.

He built that record at Edelgas Group, an international industrial-gas advisory firm he founded and scaled, where clients came to him for upstream development strategy, government procurement and supply-chain advice. He oversaw more than $100 million in executed gas supply and offtake agreements, where an offtake is a long-term contract for a buyer to purchase a project's production. His advisory work has included the U.S. EPA, the General Services Administration, USTDA, the Office of Foreign Direct Investment, U.S. Commercial Services and several foreign governments. He also supported national helium reserve evaluations and co-developed helium pricing indices that companies now treat as a reference point in a market that historically had no public price benchmark. Pulsar hired him in November 2025 as Manager of Commercial and External Affairs; he is now President.

His method is commercial rather than geological. He evaluates a resource project by the demand behind it — who signs, on what volume, at what price, for how long — rather than by grade or resource tonnage. That focus shows in his public advocacy on critical minerals policy. Cain has argued that helium belongs on the U.S. Critical Minerals List, and that the case for removing it rested on flawed data: writing under his Edelgas Group name, he estimated that actual U.S. helium exports are less than half of what official figures report. He has separately warned that whether helium counts as critical depends on more than whether the market happens to be oversupplied in a given year.

For an investor, Cain is a useful read on three things most helium coverage skips: what industrial-gas offtake structures actually look like, how U.S. and European critical-minerals policy is being argued, and whether demand behind a helium project is contracted or aspirational. Two honest caveats. He is a sitting company executive, so expect his public commentary to favour his own project's interests. And his visible record outside company filings is thin — mostly LinkedIn posts, a 2023 market-interview roundup, and a 2026 podcast interview — so treat his published analysis as commentary on the record rather than independent research.
